Climate Resilience Index for a National Government

A scoring tool ministries use to decide where resilience money goes

I designed and built the Cayman Islands National Resilience Scorecard, part of an EU funded resilience programme. It scores public and private infrastructure investments across six sectors so officials can compare them on measurable resilience impact. I worked on site with government teams and partners from IRMA and Expertise France, from the data collection workflows to the scoring dashboards.

Challenge

No tool existed for scoring resilience at a national level

The government needed a structured way to evaluate and prioritise climate resilient infrastructure across several ministries. The options on the market were enterprise financial risk platforms or basic data viewers. Neither handled multi-stakeholder scoring or national resilience planning.

Solution

A full-stack platform built around sector scoring

I built the platform on Next.js and Firebase with multi-stakeholder data collection, sector based scoring and data visualisation, inside a security compliant architecture that met government requirements. The rollout was phased, with in-person workshops for the international partners.

Result

A repeatable framework, live at ciri.gov.ky

The index is now used to evaluate and prioritise investment projects across ministries, and it is positioned as a repeatable climate resilience framework for other Overseas Territories and Small Island Developing States.
